Procurement and tenders
We’re committed to providing the best services for our customers at the best value. We follow the Public Contracts regulations to make sure our procurement is open, fair and transparent.
We base our tenders on the value of the project. We’re not legally required to advertise low-value contracts, and we may ask for quotations instead. For larger projects, we may use framework agreements that have already been through the Official Journal of the European Union (OJEU) process with a regional buying organisation, such as ESPO or Procurement for Housing.
How does procurement work at Guinness?
Once we’ve defined the aims and scope of a project, we’ll invite suppliers to tender. Tender opportunities are posted on the Contracts Finder website. Please register at www.contractsfinder.service.gov.uk if you want to know about these opportunities.
We are implementing a web-based e-sourcing tool. Most of our procurement activity will be done through this.
If you’d like to receive formal invitations to tender, you need to register an account, free of charge, on the portal by clicking this link. There are no charges for registering, however to receive tender opportunities and to take part in our procurement activities going forward, you must be registered. Using the portal gives you automatic electronic notification of opportunities that may be of interest to you. If you are already registered on this portal, please ensure you log in and edit your profile, and ensure your account is up to date.
There are user guides to help you with the registration process.

Choosing a supplier
We assess tenders against a set of pre-defined criteria. As part of a tender exercise we may ask further clarification questions, do site visits or interview suppliers. We’ll award contracts based on which bid meets the criteria and provides the best value for money.
We hold regular service reviews to make sure we’re getting the best from our suppliers.
Our procurement terms and conditions
Please read our general terms and conditions for suppliers and make sure you understand and accept them.
We may revise these terms and conditions at any time without notice. They’re included in our contracts and replace any previous terms and conditions sent between the parties, unless agreed in writing.
